Items which, in the opinion of the chairman, should be dealt with as matters of urgency because of special circumstances can be considered at a meeting.  The special circumstances must be noted in the minutes.

If a councillor wishes to raise a matter as urgent, please notify the chief executive prior to the meeting, who will consult with the chairman.

If the matter is a key decision for Cabinet, and it has been impracticable to publicise it 28 clear days in advance [in the Forward Plan or otherwise], and the Chairman of Overview and Scrutiny has been notified, with reasons for the urgency being set out on the Council's website; or if the matter is a key decision and a case of special urgency and cannot reasonably be deferred, the Chairman of Overview and Scrutiny has agreed that the item be considered [or is unable to act, the Chairman of the Council] with the reasons for urgency being set out on the Council's website.
